The Air Armament Center intends to award a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) sole source contract to Lockheed Martin Missiles and Fire Control for the life cycle support of the Joint Air-to-Surface Standoff Missile (JASSM), the JASSM Extended Range (JASSM-ER), and the Wind Corrected Munitions Dispenser (WCMD) weapon systems. The contract utilizes a combination of Cost Plus Incentive Fee, Cost Plus Fixed Fee, and Firm Fixed Price CLINs. Lockheed Martin was selected as the sole source because they are the current producer and possess the exclusive technical knowledge and data necessary for these systems, which are not available through government-owned data packages. The scope of work encompasses comprehensive system upgrades, integration, production, sustainment, and logistical support for both US Government and foreign military platforms, including the B-2, F-15, and F-16. Key deliverables include mission planning software, hardware for flight testing, spare parts, technical orders, and the management of parts obsolescence. The contract also covers specialized modeling, measurement support, and simulator repair to ensure continued compatibility and operational readiness of the weapon systems.
