Joint Hawaii Information Transfer System - Bridge Contract

The Defense Information Technology Contracting Organization - Pacific intends to award a sole source bridge contract to AT&T Corp. for contract HC1019-06-D-2002 for a base period of 12 months with 3 one-month options providing a total of 15 months of additional support if all options are exercised in order to provide a full range of Global Information Grid compliant end-to-end Defense Switched Network voice, video and data services, as well as dedicated intra- and inter-base transmission services primarily to the State of the Hawaii. AT&T Corp. is the sole entity who can provide the continuity of telecommunications mission-critical support services due to the proprietary AT&T network management system and its integration into the existing transport network for the duration of the bridge contract. Current services supporting the DISA and Mission Partner organizations in the Pacific region include more than 3,100 separate transport circuits, over 45,000 voice customer instruments, secure network management tools and facilities (Network Operations Center/Alternate Network Operations Center), associated commercial infrastructure, and cleared contractor staff to operate and sustain the networking capabilities. The current contract was set to expire on 17 August 2016. Due to circumstances beyond the Government's control, the current contract has been extended by one month in accordance with FAR 52.217-8, Option to Extend Services. The bridge contract will be for the period beginning on 18 September 2016 for a base period of 12 months with 3 one-month options.
