The Warner Robins Air Logistics Center (WRALC) plans to award a sole source contract to Vision Systems International (VSI) to establish an organic depot repair capability for the Helmet Vehicle Interface (HVI) cables used in the Joint Helmet Mounted Cueing System (JHMCS) program. Originally intended as a modification to an existing contract (FA8522-08-C-0003), the effort will now be awarded under a new standalone contract FA8522-09-C-0012. This capability encompasses all necessary technical publications, tooling, source data, and initial on-site technical support to maintain and repair various helmet interface components across multiple aircraft variants, including the F-15, F-16, and F-18. The contract is expected to be firm fixed price with a basic term of three years and two additional twelve-month option periods. The procurement is justified under statutory authority for non-competitive acquisition and involves a sole-source negotiation with VSI, the original manufacturer and service provider. While the announcement does not constitute a commitment or solicitation, interested parties may submit their capabilities for consideration, although the government retains sole discretion on competition. An Ombudsman is available to address concerns from potential offerors, ensuring communication without affecting the contracting decision process.
