The Defense Information Systems Agency (DISA) is seeking a contractor to provide software sustainment and maintenance services for the Joint Planning and Execution Services (JPES) and Joint Capabilities Requirements Manager (JCRM) systems. This procurement consolidates three existing contracts into a single task order to optimize mission efficiencies and support the transition of JPES to Full Operational Capability in the second quarter of 2026. The scope of work includes project management, software development, integration, infrastructure support, and Tier 3 help desk services. A critical component of the requirement involves cybersecurity and information assurance support within the Microsoft Azure IL6 environment, requiring the contractor to maintain a final Secret Facility Clearance from the Defense Counterintelligence and Security Agency. The acquisition is planned as a competitive small business set-aside procured through the GSA Multiple Award Schedule (MAS) using a best value tradeoff approach. The contract structure is a Firm Fixed Price with Time and Materials for travel and materials. The anticipated period of performance consists of a base year starting in 2026 or 2027, followed by four 12-month option periods and a potential six-month extension. Key deliverables include product roadmaps, configuration and release management plans, and product backlogs, with strict quality standards requiring 100 percent accuracy for final deliverables and zero priority 1 or 2 software defects. Performance will be split between the contractor's facility for unclassified work and secure environments for classified activities.

Full Description

This procurement is intended to provide sustainment
support for JPES and JCRM and optimize efficiencies of the mission by consolidating three
contracts/orders into a singular task order. JPES, which has been recently modernized and
will reach Full Operational Capability (FOC) in second quarter of the Calendar Year 2026,
replaces the Joint Operation Planning and Execution System (JOPES), which is used to
monitor, plan, and execute mobilization, deployment, employment, and sustainment activities
associated with joint operations and exercises. JCRM is a tool that takes operational plans
entered into JOPES/JPES and creates orders for those plans, which in turn are sent to the
Secretary of the Department of Defense (DoD) for authorization. The JPES & JCRM
Software Sustainment Services procurement is a new requirement; however, portions of this
new requirement are currently being executed under the following:

Contract #1: Task Order Number: 47QTCA15D001Q / HC104725F4032
Contract #2: Contract Number: HC104725C4001
Contract #3: Contract Number: HC104720D2045

The government is seeking innovative solutions—which may be cloud-based, terrestrial, satellite, hybrid, or other approaches—to distribute mission-critical NWS data and products to a geographically dispersed user community. The replacement capability must support the exchange, ingestion, processing, and distribution of data while integrating with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for information purposes only and does not constitute a solicitation, request for quote, or binding contract, and no funds have been authorized or appropriated for the effort at this time. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time, with questions due by October 15, 2026. The government is utilizing this RFI to determine the most effective acquisition strategy, including potential small business set-asides and the most appropriate contract structure, such as firm-fixed-price, managed services, or Data-as-a-Service. The preliminary NAICS code identified for this effort is 541512.
