This project consists of an ongoing cannabis cultivation operation in Trinity County, California with existing cultivation areas in mixed light operations. Historic site outdoor cultivation operations commenced in approximately 2016. The project area comprises approximately 76,950 sqft in the eastern half of the parcel mostly consisting of previous cultivation area, support structures, and a 24’ x 44’ residence. The site has operated with a mix of outdoor and mixed light utilizing hoop houses. The site license is classified as “Small Outdoor Mixed Light” with plans to transition to a Specialty Outdoor cultivation license. Proposed activities include replacing the six hoop houses with 102 7’x7’ mature canopy areas for a total mature canopy of 4,998 sq ft and total immature canopy of 800 sq ft. Support facilities total approximately 324 sqft. Along the northwestern area of the property is an ephemeral stream that feeds into an intermittent tributary to Duncan Creek. There is a legacy in-channel pond (0.3-acre or 7,944 sq ft/0.18 acre) on this watercourse that is not in use. All cannabis operations are over 270 feet from the watercourse, well outside of all regulatory buffers. Water tanks are supplied by a permitted groundwater well, rain catchment, and a pump that is currently installed on the property. The applicant has obtained an appropriative water right and filed an Initial Statement of Diversion (or Supplemental Statement of Diversion) with the SWRCB Division of Water Rights (SIUR H511391) for the seep well and pond, although they no longer in use as the groundwater well and rain catchment are sufficient to meet the needs of Cannabis cultivation and a domestic water supply. The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a small outdoor cultivation commercial cannabis license.
