Junior Program Officer/Public Affairs Specialist (ECA/A/E). New contract to replace expiring contract 19AQMM24F0775.

The Office of Academic Exchange Programs within the Department of State is seeking contractor support staff to serve as the ECA/A/E lead for the development, editing, and management of outreach and recruitment materials for the Fulbright Program. This role involves comprehensive oversight of digital content across key platforms including eca.state.gov/fulbright, fulbrightprogram.org, and associated partner websites and social media channels, ensuring accurate, timely, and compelling information is presented to audiences globally. The contractor will act as the primary webmaster for these sites, managing updates, content revisions, and overall digital presence to support recruitment and public engagement goals. In addition to digital content management, the contractor will perform a range of public affairs and editorial duties, such as drafting and editing talking points, taskers, and promotional materials, as well as directly responding to public inquiries via phone and email. The position requires strong writing, editing, and communication skills, with the ability to work closely with government staff to align messaging with program objectives. This new contract replaces the expiring 19AQMM24F0775 and is intended to sustain critical public affairs functions for the Fulbright Program based in Washington, D.C., with the point of contact for inquiries being Mandy J. Palmer.
