Justification & Approval (J&A) - GSA TTS Source Issuer Verification

The contract authorizes a firm-fixed-price agreement between the Technology Transformation Service (TTS) and the American Association of Motor Vehicle Administrators (AAMVA) for state-issued identification verification services. Due to the specialized nature of this service and the requirement for an "Only One Responsible Source," a Justification and Approval (J&A) under the Federal Acquisition Regulation was issued to permit this sole-source acquisition. The AAMVA, a non-profit organization, is uniquely positioned to provide verification of state-issued identifications such as driver’s licenses and identification cards, which will support applicant verification on the Login.gov platform. The performance period for the contract includes a one-year base term, followed by one additional one-year option and three six-month option periods, enabling continuous service and market monitoring. The contract is managed under the General Services Administration’s Office of Acquisition based in Washington, DC, with points of contact designated for administration and oversight.
