The Department of the Air Force, through the Air Force Life Cycle Management Center’s Medium Altitude Unmanned Aircraft Systems Division at Wright Patterson AFB, Ohio, is soliciting quotes for a Firm-Fixed Price contract to procure a Test and Check Out (TACO) Telemetry Receiver System. This system will consist of a transportable, rugged, weatherproof cart equipped with wheels for easy mobility on flight lines, especially in harsh environments like southwestern U.S. deserts. The cart is designed to house shock-mounted racks for secure internal equipment placement, incorporate cooling to prevent overheating, and include gas-assisted hinged doors for shading. Dimensions are limited to roughly 92.5 inches wide, 90 inches high, and 176 inches long including a hitch. The TACO cart must be compatible with existing telemetry kits for the MQ-9 platform, support telemetry decryption and display, feature a stable work surface, and facilitate EMI testing in support of UAS operations. Delivery and acceptance testing will occur at Gray Butte Field Airport in Palmdale, California, with a one-year performance period starting August 2026. This requirement is a total small business set-aside under NAICS code 334519, reflecting the need for specialized manufacturing of measuring and controlling devices. Evaluation criteria employ a lowest price technically acceptable approach, with technical proposals assessed on an acceptable/unacceptable basis focusing heavily on the quality of the Contract Management Plan, and price evaluated for reasonableness and completeness. The solicitation mandates submission of comprehensive documentation of offeror capabilities, strict compliance with FAR and DFARS clauses related to ethics, subcontractor restrictions, trafficking in persons, cybersecurity, and registration requirements. Packaging and marking must comply with military standards ensuring product protection, corrosion prevention, and traceability through Unique Item Identification per MIL-STD-130. Inspection and acceptance are governed by rigorous standards including MIL-STD-882E for safety and MIL-STD-461 for electromagnetic interference. Invoicing will be conducted electronically via the Wide Area WorkFlow system, and the contract administration is handled by a designated contracting officer at Wright Patterson. Responses are due by early June 2026, with submission protocols emphasizing electronic formats and clear, concise technical and pricing volumes. The contract’s price details are currently unspecified in the solicitation documents.
