U.S. GOVERNMENT Expressions of Interest Sought The US Government currently occupies office and related space in a building under lease in New York, NY, that will be expiring on 9/30/2021. State: New York City: New York Delineated Area: Northern Boundary: William Street Eastern Boundary: Broadway Western Boundary: Gold Street Southern Boundary: Fulton Street Minimum Sq. Ft. (ABOA): 30,083 Maximum Sq. Ft. (ABOA): 30,587 Space Type: Office Full Term: 15 years Firm Term: 10 years Option Term: N/A Offered space must meet Government requirements, as per the terms of the Lease for: 1. Fire safety 2. Accessibility (ABAAS) 3. Sustainability 4. The proposed leased space shall be fully serviced. 5. Offered space shall not be in the [100/500] year flood plain. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Agency Unique Requirements: Air conditioning shall be provided on a 24 hours-per-day, 365 days-per-year basis for the TR/MDF (server) room by means of a stand-alone air conditioning unit. The space temperature and humidity shall be maintained by the stand-alone unit to operating ranges of 78�F +/- 2�F and 25% to 50% relative humidity. Airflow shall be distributed within the TR/MDF room in an efficient manner for the equipment it conditions. The stand-alone unit shall meet (or exceed) energy star and federal energy management program (FEMP) requirements. If refrigerant is utilized, it shall meet current refrigerant standards (R-22 is not acceptable). The unit can be integrated with the building condenser water loop for heat rejection. The unit shall have local integrated controls/sequencing for maintaining required space conditions. The space conditions (temp/humid) shall be logged in the building automation system (BAS) with alarms for high and low limits. The agency shall be notified when alarms occur. Appropriate redundancy shall be provided for conditioning the TR/MDF room. Central building HVAC system can be utilized as the redundant system if it can be controlled �on� during off-hours in the event of a failure with the stand-alone system. The stand-alone unit shall include all maintenance, servicing, troubleshooting and operational costs for associated components. Metering of electrical usage by unit shall be provided and logged within the BAS. The stand-alone unit shall utilize variable supply fan(s), either by use of ECM or VFD. The stand-alone unit as described above is required for the Government server room. Utilities, such as lighting and HVAC, to be covered on non-core hours. Expressions of interest must include the following information: � Building name and address and location of the available space within the building; � Expected rental rate per rentable square foot, fully serviced � ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); � Date of space availability; � Building ownership information; � Energy efficiency and renewable energy features existing within the building; � List of building services provided The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
