Justification of Sole Source Acquisition From First Arriving IO, Inc.

The City of Clermont has issued Request for Information RFI 26-121 to justify a sole source acquisition from First Arriving IO, Inc. for the procurement of the Public Safety Digital Dashboard and Information Platform. This proprietary software is intended for use by the Fire Department and administrative staff to support the National Fire Operational Reporting System and a technology board. The estimated annual expenditure for this acquisition is $12,000. The purpose of this RFI is to verify whether the specifications are non-restrictive and can be met by other qualified vendors before proceeding with a direct purchase. If a respondent demonstrates the ability to provide an equivalent product or service, the City may discontinue the sole source process and initiate a competitive solicitation. Interested parties who disagree with the sole source justification must submit information demonstrating their ability to provide the same or equivalent product or service via the OpenGov electronic procurement portal by the deadline of August 26, 2026, at 3:00 pm. Respondents are explicitly instructed not to provide pricing information at this stage. All potential vendors must be registered with the Florida Department of State and licensed to conduct business in Florida. Furthermore, any selected provider must comply with the City's minimum insurance requirements, which include General Liability of $500,000 per occurrence, Automobile Liability of $500,000 per occurrence, and Workers' Compensation meeting Florida statutory limits. The City of Clermont must be named as an Additional Insured on General Liability policies.
