AI Contract Overview
The Bureau of Indian Affairs Western Region is preparing to issue a presolicitation for a stoplog lifting beam modification project under the Colorado River Irrigation Project, located near Headgate Rock Dam in Arizona. This acquisition is exclusively set aside for Indian Small Business Economic Enterprises (ISBEEs), with eligibility limited to small businesses under the NAICS code 332312, which has a size standard of 500 employees. The work involves the fabrication, modification, surface preparation, shop-coating, and delivery of steel stoplogs and lifting beams, requiring strict compliance with AISC, ASTM, SSPC, and AWS standards, including 100% weld inspection via penetrant and ultrasonic testing, a minimum 6.0 mil dry film thickness for coatings, and adherence to SSPC surface preparation specifications. All work must be performed under a fixed-price lump sum arrangement, with a projected performance period of twelve months, beginning after the issuance of the formal solicitation expected on or around May 19, 2026. Proposals will be submitted electronically through a web-based portal in PDF format, with key submittals—such as shop drawings, inspection reports, and product data—due at least 45 days prior to fabrication and within 30 days of award notice. All offerors must maintain an active registration in SAM.gov, including a valid Unique Entity ID and CAGE code, and must self-certify as an ISBEE through SAM’s online representations. While the contract does not specify dollar amounts, the scope includes modifying lifting beam end guides and facilitating final testing at the project site. Transportation and delivery responsibilities fall on the contractor, who must ensure protective handling using tarpaulins, spacers, and padded chains to prevent coating damage during transit, with antiseize lubricant in accordance with MIL-A-907E required on stainless steel fasteners. Inspection and acceptance will occur primarily at the contractor’s facility prior to shipment, with final acceptance contingent upon successful testing and approval by a designated BIA Representative at the Headgate Rock Dam location. The contracting officer, Melanie Schiaveto, is the point of contact, but no contracting officer’s representative or specific payment office details are provided. Although the acquisition anticipates a lump sum award based on technical acceptability, no formal evaluation factors, weights, or award methodology are stated. No packaging, marking, or preservation standards beyond basic protective measures are mandated, and no options, security clearance requirements, or OCI clauses are included
