The U.S. Department of Energy’s Western Area Power Administration (WAPA) plans to award a sole source contract to Omicron Electronics for the upgrade of Omicron relay test sets to a USB interface. Omicron Electronics, located in Houston, Texas, is the original equipment manufacturer and the only source authorized to provide support for this specific equipment, allowing DOE to utilize a non-competitive procurement under FAR authority and an exemption for one responsible source. This contract addresses the requirement to modernize the relay test sets by transitioning them to USB connectivity, ensuring compatibility and continued operational support. This notice explicitly states it is not a solicitation for competitive proposals and no formal request for offers is being issued. However, if any other firms believe DOE should consider a competitive process, they may submit capability statements and pricing information through the FEDCONNECT portal by the specified deadline in January 2018. The government retains full discretion to accept or reject such submissions and is not responsible for any cost incurred by respondents. The contract falls under NAICS code 541380, and all determinations related to competition will be based solely on information received during the notice period.
