Solicitation # NO0383-26-Q-AB01
This Request for Quotations, issued by NAVSUP Weapon Systems Support Philadelphia on September 11, 2026, seeks technical services for the teardown, evaluation, repair, and/or modification of two specific items: a Module Assembly - Engine (NSN 1680-01-585-4772) and a Proximity Switch EL (NSN 1680-01-585-5024). The primary objective is to return these units to a Ready for Issue (RFI) condition, ensuring they perform reliably in their intended operational environments. The contractor is responsible for providing all necessary facilities, labor, materials, and specialized tooling, as the government will not provide manufacturing aids or test equipment unless expressly stated. Because these items are considered flight critical, government source approval is required prior to award, and non-approved sources must submit specific documentation via the NAVSUP WSS Philadelphia Source Approval Information Brochure. The contract mandates strict adherence to technical and quality standards, including ISO 9001 or SAE AS9100 quality management systems and specific calibration requirements. Technical data must comply with MIL-STD-130 for markings and MIL-STD-2073 for packaging, with specific provisions for electrostatic discharge protection and domestic versus overseas shipping levels. Contractors must manage complex repair scenarios, such as items determined to be Beyond Economical Repair (BER), Missing on Induction (MOI), or requiring Over and Above (OAR) repair, all of which require formal written concurrence from DCMA and the Procuring Contracting Officer. Quotations are due by October 13, 2026, and the performance period is set for 90 days following award, with all shipments being FOB Destination.

UPDATE Frequently asked questions from recent industry day are posted in the attachments section. The KC-135 program office is exploring possibilities for future communications capabilities for the fleet. The need for seamless and resilient communications and adaptable data pathways out to the tactical edge is critical. The intent is to increase the number of communications pathways by developing a commercial satellite communications option for the KC-135 platform to achieve the resiliency and adaptability necessary to remain relevant across the spectrum of competition. The system should employ a real-time Ku-band commercial SatCom antenna to allow beyond line-of-sight fast internet capability. Potential applications are to increase aircraft situational awareness communication; to improve mission planning; to improve aeromedical missions with real-time communications between onboard medical staff and specialist care, and to transfer patient medical information to destination medical facilities; to send flight or mission changes to an aircraft display device from the C2 node; to show NIPR / SIPR connectivity (voice communication, email, web); and to provide weather and airfield updates to an aircraft display device. As an example, a KC-135 performing a normal refueling mission would utilize a communications profile that provides the minimum required bandwidth to maintain situational awareness and exchange command and control messages at the lowest cost. When that same KC-135 switches to an aeromedical evacuation mission, the communications profile changes to one that enables a much higher bandwidth and allows for additional capabilities to execute the new mission. The flexible communications profile will enable a variety of tactical missions across the spectrum of competition. Key features include: A service to transport IP-based data from an airborne aircraft to desired end points, and from end points to an airborne aircraft. Airborne hardware and software components developed to a common airworthiness qualification baseline. Separated, federated mission systems, meaning that the secure and non-secure IP stacks are separate, and both are not integrated with the flight-sciences portion of the aircraft and will not affect aircraft system program office certifications. CANS components are however required to meet either Federal Aviation Administration (FAA) and/or Air Force airworthiness requirements. System integrates with the Real-Time Information in the Cockpit (RTIC)-modified version of the KC-135 as a platform baseline. System meets Air Force mandatory Key Performance Parameters (KPPs) such as net-readiness, operational availability, environmental survivability, cyber survivability, and electromagnetic survivability. There are 326 C/KC-135 aircraft based throughout the United States (U.S.), Pacific, and Europe that will receive the CANS upgrade. The KC-135 CANS upgrade will consist of: SATCOM antenna(s), SATCOM transceivers (receiver/transmitters), and all associated Group A/B components. Projected timeline for KC-135 CANS fielding is FY25 with installs continuing through FY28. The Government is conducting market research to identify potential sources possessing the production data/repair data, expertise, capabilities, and experience to provide internet access solutions(s) and integration of this planned upgrade into the current KC-135 platform with RTIC communications system. The contractor shall have the ability to leverage on-going, planned or future satellite communications system developments that could contribute to reducing total lifecycle cost and risk to the program.

KC-135 Center Console Refresh (CCR) Revision 2
Solicitation # FA8105_CCR_Rev2
The KC-135 Center Console Refresh (CCR) Revision 2 is a procurement effort by the US Air Force Life Cycle Management Center (AFLCMC) at Tinker AFB to address critical obsolescence within the KC-135 Refueling Tanker aircraft. The program scope involves the development, testing, and integration of a modernized flight deck solution, specifically replacing the Fuel System, Flight Display System, and Integrated Processing Cabinet, while adding autothrottle systems. The objective is to provide a turn-key solution that improves supportability, maintainability, and future growth potential. The anticipated contract is a single-award Indefinite Delivery/Quantity (IDIQ) vehicle featuring a Cost-Plus Incentive Fee (CPIF) structure for Engineering and Manufacturing Development (EMD) and Firm Fixed Price (FFP) for Production and Deployment. The projected period of performance runs from July 2028 to June 2038, consisting of a 48-month base period followed by six one-year option periods. Proposals are due by November 9, 2026, at 12:00 PM CDT and must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) portal. The government will utilize a tradeoff source selection process to determine the best value award. Evaluation factors are weighted such that technical strengths in exceeding requirements, technical risk, and past performance are collectively significantly more important than cost and price. Offerors must submit four distinct volumes covering technical, past performance, price, and contract data. Key requirements include maintaining an active DD2345 for access to controlled documents and adhering to strict facility clearance and accounting system standards, including DCAA pre-award surveys. The scope of work encompasses major milestones such as Preliminary Design Review (PDR) and Critical Design Review (CDR), as well as extensive qualification and flight testing.
