The United States Air Force, through the KC-135 Program Office at Tinker Air Force Base, is conducting market research to identify qualified industry sources capable of supporting KC-135R/T aircraft maintenance and modification activities to augment organic depot capabilities. This sources sought synopsis is not a solicitation and no contract will be awarded based on responses; its purpose is to gather information on industry capabilities to fulfill depot level, unscheduled depot level, organizational level, and intermediate level maintenance, as well as modifications and field team repairs for an estimated fleet of 350 to 375 aircraft. Annual requirements include approximately twelve unscheduled depot level maintenance events, fifteen contract field team support activations, and thirty modifications. Interested parties must demonstrate access to facilities, trained personnel, and equipment capable of handling heavy repair activities, with particular emphasis on experience in handling export-controlled items and compliance with packaging, handling, storage, and transportation standards. Respondents must also confirm their ability to obtain and maintain personnel clearances in accordance with DODI 5220.22, develop operations security programs, secure COMSEC accounts for Controlled Cryptographic Items, and maintain data licensing agreements with the original equipment manufacturer for KC-135R/T repair data. The contractor must be prepared to provide field maintenance both within and outside the continental United States, respond to aircraft on ground situations with minimal notice, manage global logistics under Department of State and DoD regulations, and comply with service contract labor standards under DFARS 252.223-7999. To participate, industry representatives must register their company information including name, address, CAGE code, contact details, ownership structure, and socioeconomic status such as small business, woman-owned, veteran-owned, or HUBZone certification through the provided response format.
