Full Description

The current KC-135 cargo lighting system is limited to only two configurations, off or full brightness, which creates significant operational and safety challenges. When the lights are at full brightness, they impair the boom operator's night vision during the critical transition to the unlit boom pod for air refueling operations. Conversely, when the cargo lights are turned off to preserve night vision, crew members must navigate a dark cargo area, which creates a safety hazard. This modification seeks to resolve these issues by providing a flexible lighting system that enhances both mission effectiveness and crew safety

KC-135 Center Console Refresh (CCR) Revision 2
Solicitation # FA8105_CCR_Rev2
The KC-135 Center Console Refresh (CCR) program is a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Air Force Life Cycle Management Center at Tinker AFB to address critical obsolescence and enhance the sustainability of the KC-135 flight deck. The scope of work involves providing turn-key solutions to replace the Fuel System, Flight Display System, and Integrated Processing Cabinet, as well as the addition of autothrottle systems. The contract structure utilizes a Cost-Plus Incentive Fee (CPIF) arrangement for Engineering and Manufacturing Development (EMD) and Firm Fixed Price (FFP) for Production and Deployment. The projected period of performance runs from July 2028 to June 2038, consisting of a 48-month base period followed by six one-year option periods. The procurement process employs a tradeoff source selection method to determine the best value award. Technical acceptability in specific subfactors is a prerequisite for the best value analysis, with the combined weight of exceeding requirements, technical risk, and past performance being significantly more important than price. Proposals are evaluated based on technical solutions, risk, past performance, and cost. Key deliverables include development milestones such as Preliminary Design Review and Critical Design Review, as well as the delivery of software, support equipment, and technical manuals. The final proposal submission deadline was established as November 2, 2026, following several amendments to refine the Statement of Work and pricing matrices.
