Ken-Mar Gardens, Halcyon Water System, Halcyon Estates, and Grande Mobile Manor Consolidation Project

The Oceano Community Services District is undertaking a major initiative to consolidate the Ken-Mar Gardens Mobile Home Park, Halcyon Water System, Halcyon Estates, and Grande Mobile Manor water systems into its existing infrastructure to address persistent potable water quality violations. This effort involves comprehensive upgrades including the installation of new pipelines, meters, valving, fire hydrants, and service laterals, along with the removal and repurposing of outdated components from the existing systems. The project is designed to bring these isolated systems into full compliance with regulatory standards by integrating them into OCSD’s operational framework, thereby improving reliability, safety, and efficiency for residents in the communities of Oceano and Halcyon in San Luis Obispo County. Construction is anticipated to commence as early as summer 2027 and is scheduled to take approximately one year to complete. The proposed modifications represent a significant expansion beyond the scope of the originally approved Final IS-MND, introducing new environmental impact areas that necessitate a subsequent environmental review. The California-based Oceano Community Services District is the lead agency overseeing the project, with Carey Casciola serving as the primary point of contact for business and accounting matters and Annaliese Torres acting as the project manager. The project is forecasted to enhance water service delivery and regulatory compliance for thousands of residents across multiple mobile home communities.
