Solicitation SPE4A6-27-T-008L, issued by the DLA Weapons Support ASC Commodities Division, is a small business set-aside for the procurement of 142 machine keys (NSN 5315-00-899-5273, P/N MS20066-14). The contract requires delivery FOB Origin to DLA Distribution Cherry Point, NC, with a need ship date of May 4, 2027, and a required delivery date of May 10, 2027. A critical restriction is placed on the manufacturing process; any items produced via additive manufacturing are ineligible for award. The procurement specifies a zero percent quantity variance and requires adherence to technical standards including NASM20066, OO-K-220, and ASME Y14.5 for dimensions and tolerancing. Quality assurance is managed through origin inspection and acceptance, with sampling conducted per MIL-STD-1916 or ASQ H1331. Manufacturers must comply with SAE AS9003 or ISO 9001 standards. Packaging and marking must follow MIL-STD-2073-1E and MIL-STD-129, with a strict prohibition on the use of mercury or mercury compounds in preservation and packaging. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for electronic invoicing and payment. The solicitation incorporates various FAR and DFARS clauses, including requirements for cybersecurity (DFARS 252.204-7012), the Buy American Act, and price evaluation preferences for HUBZone small businesses.
