AI Contract Overview
The Naval Surface Warfare Center Crane is soliciting a sole-source firm fixed-price commercial service contract through solicitation N0016426Q0202 for the repair and evaluation of two specialized military electronic systems: the N5183B MXG X-Series Microwave Analog Signal Generator (asset SG61252508) under the MK-99 program and the E8362B Vector Network Analyzer (asset US42420192) under the OE-120 program. The requirement is restricted exclusively to Keysight Technologies, Inc., due to the proprietary nature of diagnostic software, internal schematics, calibration firmware, and technical data that only Keysight controls and has not licensed to any third party. Any other vendor attempting repair would face unacceptable delays of several months and cost the government over $100,000 in duplicated efforts, directly jeopardizing operational readiness. The contract includes a mandatory evaluation and calibration of the E8362B, followed by a firm fixed-price option for repair not to exceed $15,000, with the entire award subject to a one-year option exercise period. Offers must be submitted by July 23, 2026, at 11:00 PM Eastern Time via email to rose.m.brown44.civ@us.navy.mil, and contractors must be currently registered in the System for Award Management (SAM), with deviation 2026-00038 applied to several FAR clauses including those related to registration, maintenance, and commercial terms. The contract is classified under NAICS code 334515 as a commercial service, issued under FAR 12.201-1 using simplified procedures, and designated as a DO-rated order for national defense, emergency preparedness, and energy. Performance is to be conducted under FOB destination terms, with inspection and acceptance occurring at the Government facility in Crane, Indiana. Payment will be processed through the Wide Area WorkFlow system, with electronic invoicing requiring concurrent email notification to the Contracting Officer and Contracting Officer's Representative. The contractor must comply with the Service Contract Act, relevant wage determinations, cybersecurity requirements under NIST SP 800-171 and CMMC, and prohibitions on subcontracting covered defense telecommunications or sourcing from restricted regions. The Government reserves the right to extend service performance up to six months under the contract term. The offeror must

Full Description
N0016426Q0202 – SOLE SOURCE – KEYSIGHT COMPONENT REPAIR – FSG J059 – NAICS 334515
ISSUE DATE 01-JUL-2026 – CLOSING DATE 23-JUL-2026 – 11:00 PM Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a Firm Fixed Priced, Commercial Service requirement in support of MK-99 and OE-120 to repair asset N5183B/ SG61252508 MXG X-Series Microwave Analog Signal Generator (MK-99), an evaluation of E8362B NETWORK ANALYZER (OE-120), and an option for repair for results of the evaluation of E8362B NETWORK ANALYZER (OE-120).
SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only , Keysight Technologies, Inc. of Colorado Springs, Colorado, Cage Number 7ZXR5, under the authority of FAR 12.201-1 for Commercial services using simplified procedures. This is being solicited on a sole source only basis because Keysight retains exclusive proprietary rights to the specialized technical data, diagnostic software, engineering drawings, and internal schematics required to accurately calibrate, troubleshoot, and repair both the N5183B MXG Microwave Analog Signal Generator and the E8362B Vector Network Analyzer. The restriction of this acquisition to Keysight Technologies is further necessitated by the existence of exclusive proprietary licensing agreements and intellectual property rights over the diagnostic software, firmware, and calibration systems of the N5183B and E8362B assets. Keysight has not authorized or licensed any third-party commercial vendors to access, modify, or utilize their proprietary calibration software suites, internal source codes, or specialized firmware. Awarding this effort to any vendor other than Keysight Technologies would result in substantial, unrecoverable duplication of costs and unacceptable delays that would directly compromise the operational readiness of the MK-99 and OE-120 programs. To procurement repair and evaluation services from a third party vendor would cost the Government in excess of $100,000 and delay providing these instruments back to the warfighter by several months. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
