The 45th Contracting Squadron at Patrick Space Force Base has issued a sole source requirement for an extended service warranty on Frequency Control Analysis equipment for the period of June 15, 2022, to June 14, 2023. Under solicitation FA252122QB036, the Department of Defense has identified Keysight Technologies, INC. as the only source capable of fulfilling this requirement. This determination is based on the fact that Keysight is the original equipment manufacturer and possesses proprietary calibration software and exclusive access to necessary parts, making the use of any other source a substantial duplication of cost. The procurement falls under NAICS code 811219 for Other Electronic and Precision Equipment Repair and Maintenance. The scope of the warranty covers a wide array of specialized hardware, including Waveguide Harmonic Mixers, Pulse and Pattern Generators, Infiniium Oscilloscopes, Sweep Generators, and various Signal Analyzers such as the EXA, MXA, PXA, and UXA models, as well as FieldFox Microwave Analyzers. While the government has determined Keysight Technologies to be the sole capable provider, the notice allowed other responsible sources to submit capability statements or quotations for consideration within five days of publication.

THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron at Patrick Space Force Base (PSFB) has a sole source requirement for the extended service warranty on the frequency control analysis (FCA) equipment for 15 June 2022 to 14 June 2023. The specific frequency control analysis (FCA) equipment is listed below. This is a single source for a warranty on frequency control analysis equipment (FCA) in accordance with (IAW) FAR 13.106-1(b)(1). As required IAW FAR 5.207(c)(15) Keysight Technologies, INC. is the only source capable of fulfilling the government's requirement for the extended service warranty on the frequency control analysis (FCA) equipment. The cost of fulfilling this requirement for providing the frequency control analysis (FCA) equipment extended service warranty with another source other than Keysight Technologies, INC. is considered a substantial duplication of cost for the Government that is not expected to be recovered through competition in accordance with FAR 6.302-1(a)(2)(ii)(A). Furthermore, Keysight Technologies, INC. is the manufacturer of the frequency control analysis (FCA) equipment and provided the extended service warranty for the previous contract. The North American Industry Classification System (NAICS) code for this procurement is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. As required IAW FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 5 days after date of publication of this synopsis. 45 CONS/PKB has determined that Keysight Technologies, INC. is the only source capable of providing this requirement. Solicitation # W911KB27RWP04
The U.S. Army Corps of Engineers, Alaska District, is conducting market research for project EIE485, which involves the consolidation of munitions storage functions at Eielson Air Force Base, Alaska. The project scope includes the design and construction of new munitions storage facilities at Quarry Hill, including a warm storage vehicle facility, and the demolition and debris removal of 12 existing facilities at Engineer Hill. All designs must strictly adhere to Air Force Standard Designs, specifically Defense Explosives Safety Regulation 6055.09 and Air Force Manual AFMAN 91-01 Explosives Safety Standards. The target budget for this effort is approximately 196.4 million dollars. The anticipated period of performance spans from fiscal year 2027 to 2031, with design work beginning in FY27 and construction starting no earlier than FY29. The government is currently evaluating the most effective project delivery method and contracting vehicle, considering options such as Accelerated Design-Build to Budget via a FAR-based approach or Other Transaction Authority vehicles like Construction Manager at Risk or Progressive Design-Build. Key project challenges identified for industry feedback include site constraints such as permafrost and PFAS. The government is seeking input from a wide range of socioeconomic business categories to determine the optimal acquisition strategy and evaluation criteria, focusing on technical approach, past performance, and team integration.
