The City of Los Angeles Mayor's Office of Public Safety is soliciting proposals for the design, installation, and commissioning of an IP-based video surveillance system at the C. Erwin Piper Technical Center. Funded by the FY2024 UASI Grant with a fixed-price budget not to exceed 400,000 dollars, the project requires the installation of at least 26 high-resolution IP cameras, including P3738-PLE and Q6088-E PTZ models. The technical scope includes deploying a Genetec Security Center VMS platform, high-performance Dell recording servers, and workstations, supported by Category 6 plenum-rated cabling and a hybrid copper/fiber network backbone. Key performance requirements include AI-based perimeter detection and a minimum of one year of continuous 24/7 video retention at 30fps and full resolution. The performance period begins upon contract execution and ends on January 31, 2027. Award decisions will be based on the quality and value provided for the fixed price, with an evaluation process that may include virtual presentations for high-scoring semi-finalists. Contractors must adhere to strict standards, including FEMA Environmental and Historic Preservation guidelines, ANSI/TIA-606-D cabling standards, and LAPD/ITA cyber hardening protocols. Final acceptance is contingent upon successful System Acceptance Testing and User Acceptance Testing, including 100 percent cable certification reports. Proposals must be submitted in PDF format via email to the designated point of contact by October 30, 2026.
