The Department of Defense is initiating the Kill-web Operations Sustainment & Maintenance Of Space Domain Awareness (KOSMOSS) program to provide a new support model for sustaining, maintaining, and modernizing current and future SDA integrated mission systems managed by Combat Forces Command’s MD2. This effort is distinct from previous contracts and focuses on modernizing and integrating systems to address "Kill Webs," enhancing SDA capabilities across the full operational spectrum. MD2’s mission encompasses discovering, understanding, and maintaining custody of all space-related activities, which underscores the critical nature of this program in supporting national space operations. The KOSMOSS team is currently developing their acquisition strategy and plans to engage with industry stakeholders before issuing a draft Request for Proposal. Updates and industry engagement opportunities will be announced through official channels such as SAM.gov. The contract falls under NAICS code 541330 and is managed by the Sustainment Sdacp Ssc/pkl office of the Department of Defense, located at Peterson Space Force Base in Colorado. Primary points of contact include Victoria Lloyd and Bradley Kettlewell, who can provide further information regarding the opportunity.

The Government appreciates the industry reponses received from the RFI posted in Sep-Oct 2025 and wants to provide the below update that was also recently shared at SSC Space Industry Days.

KOSMOSS is not a follow-on effort or recompete. It will provide a new model of support to enable sustainment, maintenance and modernization for current and future Space Domain Awareness (SDA) integrated mission systems owned by Combat Forces Command (CFC)’s MD2. The stand-up of integrated Mission Deltas highlights the need to modernize and integrate systems that address “Kill Webs” and support SDA across the operational spectrum. The mission of MD2 is to discover, understand, and maintain custody of all activities in, from, and to space.

The KOSMOSS team is still working through their acqusition strategy and intends to hold Industry engagements prior to releasing a draft RFP. Specifics regarding opportunity engagements will be announced through SAM.gov and other common acquisition communication tools.
