Request for Proposals (RFP 25-11-PI) solicits proposals from eligible companies or institutions that have experience with the design, layout, and construction of biosecurity facilities used for the containment and rearing of arthropod and microbial biocontrol agents (KSBIOSECURITYFACILITY2024). Priority will be given to eligible entities that have experience with biosecurity-related projects and are familiar with the design, layout, and construction of biosecurity facilities that are specifically tailored to the containment and rearing of arthropod and microbial biocontrol agents. Additionally, eligible entities with prior experience with the planning, design, layout, and construction of biosecurity facilities in the State and/or proposals that are able to implement the upgrades to the facilities with the least impact on day-to-day operations will also be considered a priority. To achieve this goal, the HDOA announces the availability of approximately $200,000 in general funds for this Biosecurity Project. KSBIOSECURITYFACILITY2024 will consider proposals with clear objectives, measurable outcomes that support achieving the objectives, and a process/method to show the measurable outcomes were met. The HDOA will administer a competitive process to award funds and provide oversight to monitor the project. The primary goal of KSBIOSECURITYFACILITY2024 is to provide HDOA with a report that details the design, layout, estimated costs, and proposed timelines for construction to update the HDOA insectary and plant pathogen facilities located at 1428 South King Street, Honolulu, 96814. The report must contain proposed updates to existing spaces to increase the processing of arthropod or microbial agents, including infrastructure to complete day-to-day work; optimize existing layouts; redesigning laboratory spaces; and a plan to implement the upgrades while simultaneously enabling pre-existing arthropod or microbial agent projects within the respective facilities.
