The California Department of Fish and Wildlife has authorized Tamara Kislak to proceed with two specific encroachments on natural water features under Lake or Streambed Alteration Agreement EPIMS-MEN-63920-R1C, in compliance with Section 1602 of the Fish and Game Code. The first encroachment involves the diversion of water from a 40-foot deep well located approximately 20 feet from Young Creek, serving domestic needs and irrigation for cannabis cultivation under Small Irrigation Use Registration H500244. This activity includes the ongoing use and maintenance of the associated water diversion infrastructure. The second encroachment permits the maintenance of an existing seasonal low water crossing on an unnamed Class I tributary to Feliz Creek, with work limited to adding additional rock base to the road approaches as specified in Attachment J by Munselle Civil Engineering. This crossing is strictly restricted to use only when no surface water is present, ensuring minimal impact on streamflow and aquatic habitats. All work must adhere to the conditions outlined in the agreement and related engineering guidance, and the project is located in Ukiah, California. The authorization is managed by the California Department of Fish and Wildlife's Region 1 Northern Region office, with Jessica Ryan serving as the primary point of contact for environmental compliance and project inquiries. The notification was posted in July 2026 and is associated with the project's regulatory tracking system, but no solicitation or procurement mechanism is involved as this is a permit authorization for private land use under state environmental law.
