This solicitation, issued by DLA Mechanicsburg, is a total small business set-aside for the manufacture and procurement of various fuel and pump kits, including the Kit Fuel Compartment, Parts Kit Valve Two, Kit Fuel Tank Turna, and Kit Sea Water Pump. The procurement is conducted under the Lowest Price Technically Acceptable (LPTA) criteria, where the award will be granted to the responsible offeror providing the lowest price among those deemed technically acceptable. Technical acceptability requires full compliance with solicitation instructions and no exceptions to the terms. Authorized distributors must provide proof of authorization on company letterhead to be considered for award. Key technical requirements include adherence to MIL-STD-130 for identification and MIL-STD-2073-1 for packaging and preservation. Configuration management is governed by MIL-STD-973, and any changes in design or part numbers require written approval from the NAVICP-MECH Contracting Officer. Quality assurance is primarily the contractor's responsibility, with inspection and acceptance occurring at the origin. Notably, any OTTO fuel O-ring testing must be performed at a qualified facility per Performance Spec 8243412 or MIL-P-82744, with full certification documentation required. Administrative requirements mandate the use of PIEE-WAWF for the electronic submission of combined invoice and receiving reports. The solicitation incorporates several FAR clauses, including equal opportunity for veterans and workers with disabilities, and requires compliance with cybersecurity maturity model certification levels. Delivery is requested as soon as possible, and offerors must specify their delivery days after receipt of order. All contractual documents are considered issued upon electronic transmission or deposit in the mail.
