AI Contract Overview
The Dallas Area Rapid Transit Authority is soliciting bids for a Kit, Light Assembly, Amber LED, Interior, Indicator, Door Close, under solicitation number 2099032, with a response deadline of May 8, 2026. All bids must adhere to FOB Destination shipping terms, with freight costs included in the quoted price, as DART does not accept FOB Origin or Prepay and Add arrangements. Time and rate of delivery are critical to performance, and failure to meet specified delivery schedules may result in termination for default, with the seller liable for reprocurement costs unless the delay is beyond their control, in which case the termination may be reclassified as for convenience. Payment is governed by Net 30 terms, with invoices required to be submitted in triplicate via email to [email hidden], clearly indicating the purchase order number, item details, quantities, unit prices, and extended totals; payment will be issued 30 days from receipt of the invoice or receipt of the order, whichever is later. Inspection and acceptance occur at the destination, and products must conform strictly to the specified part numbers, technical requirements, and manufacturer standards, with the seller warranting merchantability and fitness for purpose. The seller must also certify non-affiliation with Foreign Terrorist Organizations as listed by the Texas Comptroller and affirm that neither they nor any affiliated entities are participating in the boycott of Israel. There is no designated place of performance beyond the State of Texas, and while the contract references standard clauses on delivery, payment, changes, inspection, and termination, it does not include traditional FAR clauses or detailed packaging, marking, or preservation requirements. No evaluation factors, weights, or award basis are formally stated, but the emphasis on compliance, timeliness, and conformance suggests a Lowest Price Technically Acceptable approach. Submission is exclusively through the Bonfire platform, requiring registration and completion of the BidTable process, with no physical or alternative submission methods permitted. Invoicing is manual and email-based, with no integration with federal systems like WAWF or IPP, and no funding codes, COR/COTR names, or specific contract values are disclosed in the public documentation.

Full Description
--- **PURCHASE ORDER TERMS AND CONDITIONS** -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below.
**Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms.
**Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*).
**Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (contact@example.gov) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.*
**Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
