The Defense Health Agency (DHA) Medical Logistics Division and Defense Logistics Agency (DLA) Troop Support Medical/Surgical Prime Vendor program plan to issue a Sources Sought notification to establish a Qualified Suppliers Listing (QSL) for Hinged Knee Sleeves around November 2, 2024. This listing will standardize procurement of various single-use, hinged tubular knee sleeves made from diverse materials and sizes, excluding natural rubber latex. These knee sleeves are designed to support and stabilize the knee joint while alleviating joint pain. The QSL will serve as a foundation for a future Standardization Action leading to an Incentive Agreement under the MSPV program executed by the DLA Troop Support Directorate of Medical Materiel. To be considered for inclusion on the QSL, vendors must hold or be in the process of obtaining the required Distribution and Pricing Agreement (DAPA) as well as separate commercial agreements with current Medical/Surgical Prime Vendors, specifically Cardinal Health and Owens & Minor, for each Medical Materiel Enterprise Standardization Office area of responsibility. Vendors must have an active SAM registration and provide a valid CAGE code, and all product items must be manufactured in Trade Agreements Act (TAA) compliant countries unless no equivalent source exists. Detailed QSL requirements will be provided upon release of the QSL Announcement on SAM.gov, and this current notice serves only to inform interested parties of the upcoming opportunity rather than request proposals or responses at this time.
