KYLE WWTP EXPANSION PHASE 2, FULL WORKS PACKAGE

The City of Kyle is soliciting proposals for the Wastewater Treatment Plant Expansion Phase 2 Full Works Package (RFP-2026-075) to increase the facility's total treatment capacity to 9.0 million gallons per day. This comprehensive project encompasses all civil, architectural, structural, mechanical, HVAC, electrical, and instrumentation work. A critical requirement of the contract is that the plant must remain fully operational throughout construction to ensure continuous treatment capacity and compliance with TCEQ, US EPA Safe Drinking Water Act, and NPDES permit regulations. Due to concurrent activities by other contractors and the Early Works Package, the selected contractor must prioritize rigorous coordination and communication to maintain site safety and operational integrity. The contract will be awarded based on a best-value determination, scoring proposals on contract price (50 points), past performance on similar projects (25 points), and the qualifications of key personnel (25 points), with an additional 10 points available via an optional interview. Proposers must submit a unit price and lump sum proposal, including a proposal security of at least five percent of the total amount. The successful contractor will be required to provide performance and payment bonds and adhere to specified wage rate determinations. Project administration includes progress payments based on an approved Schedule of Values and strict adherence to a defined order of precedence for contract documents, with final acceptance tied to a detailed Startup and Commissioning Plan.
