Description: Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source delivery order to Transparent Language, Inc., 12 Murphy Drive, Nashua, NH 03062-1918, for Community-wide license for the Rapid-Rote for Windows Desktop version 3.5 software. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with FAR Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Transparent Language, Inc. retains strict proprietary rights to this software product/service. Proprietary rights preclude access to full technical data, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition.
