AI Contract Overview
The U.S. Air Force’s 2nd Contracting Squadron at Barksdale AFB intends to award a sole-source, firm-fixed-price contract to L3Harris Technologies, Inc. for an 8-day, 64-hour advanced operator training course on the AN/PRC-117G and AN/PRC-160 tactical radio systems. The training will be conducted on-site at Barksdale AFB, Louisiana, with a single certified instructor providing hands-on instruction to no more than 12 students. This action is justified on the grounds that L3Harris is the original manufacturer of the equipment, and its proprietary hardware and software require exclusive, authorized training personnel whom only L3Harris certifies and employs. No other providers are authorized to deliver official L3Harris training, and market research confirms no alternative sources exist capable of meeting the government’s requirements. This notice is not a solicitation and does not invite bids or proposals; it serves solely to inform the public of the intent to award without competition. Any entity wishing to challenge the sole-source determination must submit an interest letter demonstrating technical expertise, certifications, and authorization to provide equivalent training, along with evidence that competition would be feasible without undue cost or delay. The government will not compensate any party for responding to this notice, and all submissions will be evaluated only for the purpose of determining whether future competition is warranted. The deadline for responses is June 17, 2026, and inquiries should be directed to the designated contracting specialist or officer listed in the notice.

A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. L3Harris Technologies, Inc. Harris Defense Communications (“L3Harris”) is the sole source provider for all manufactured products. As L3Harris manufactured products, including associated hardware and software, are proprietary in nature, there are no resellers or service providers authorized to provide services to L3Harris manufactured products, including upgrade services. As such, L3Harris makes significant investments in the initial qualification and subsequent continuous training of its certified L3Harris trainers and considers these specific certified instructors to be the sole personnel authorized to conduct official L3Harris training to include the L3Harris Operator and Level 3 Maintenance training courses. Market research was conducted and has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to L3Harris Technologies, Inc.
