IAW RFO 5.101(c)(4):
(i) The Government is seeking to procure the L3Harris AN/PRC-163 Radio system is a highly ruggedized, submersible, dual-channel tactical communication suite engineered for line-of-sight and beyond-line-of-sight satellite reachback, operating securely under NSA Certified Type 1 encryption across extreme temperatures. The system is supported by a modular ecosystem of components optimized for remote field operations: a 7.0 Ah olive-drab handheld battery providing smart SMBus telemetry, a high-draw 10.3 Ah tan manpack battery delivering dual-voltage power, and a black, watertight Battery Box Assembly ensuring secure pass-through connections. Rapid power readiness is maintained via a compact, weather-resistant Two-Bay Handheld Battery Charger with diagnostic LCD reporting, alongside a heavy-duty Two-Bay Charger & Conditioner supporting multi-chemistry depot-level maintenance. Completing the suite is a 36-inch, fully shielded Audio / Key Fill Cable Assembly designed to securely route dual-channel tactical audio, high-speed USB 2.0 data, and classified COMSEC keys in submersed environments.
(ii) In accordance with FAR 12.201-1(c), this pre-solicitation is being published on the
Government Point of Entry to document the requirement. The contract will be
is a sole source contract with only one viable vendor.
(iii) One or more of the items under this acquisition is subject to the World Trade
Organization Government Procurement Agreement and Free Trade Agreements.
(vii) The company that will be recieving the award is L3Harris Technologies, Inc. The reason that this company is the only company that is capable of delivering the package is that this company is the only company deemed capable of delivering the requirement in an acceptable time period due to urgent mission requirements.
