The Government may consider comments and inquiries while preparing the final plans and specifications; however, the Government is not seeking comments and may not provide responses to inquiries. The Government reserves the right not to incorporate comments or any suggested changes. The following is a description of the upcoming procurement: The La Chuleta site is a triangular 67 acre tract of land bordered by the Rio Puerto Nuevo, Martin Pena Canal and the Diego Freeway (PR22) located in San Juan, Puerto Rico 0.5 mile upstream from the San Juan Harbor. The site is approximately 5 miles west from the Luis Mu'oz International Airport located in the eastern part of San Juan, Puerto Rico. The site is reduced in useable size to 36 acres by environmentally protected mangrove swamps which exist along the waterfront areas on its western and northern boundaries. Additional reductions in usable acreage occurs due to 115kV electrical transmission lines and easements which divide the property. The site was formally a municipal landfill which was closed in 1952. This project will prepare the site for acceptance of excavated material from Rio Puerto Nuevo Flood Damage Reduction Project sites. Although bidder inquiries or contractor questions will not be answered at this time, the Government will address such inquiries/questions upon issuance of an actual solicitation. THE PROVIDED DOCUMENTATION IS PUBLISHED FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION REQUEST FOR A PROPOSAL OR BID.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
