AI Contract Overview
The Drug Enforcement Administration (DEA), under the Department of Justice, is proceeding with a sole-source, firm-fixed price purchase order for specialized laboratory furniture through Solicitation Number D-26-SS-0042, justified under FAR 6.302-1 and FAR 13.106-1(b)(1) due to the unique, custom-designed nature of the required equipment that only PSA Laboratory Furniture, LLC can provide. The acquisition is not open to competition, as market research and technical evaluations confirm that no other vendor can meet the precise functional, modular, and adjustable specifications necessary to integrate with mission-critical instrumentation at the EPIC facility in El Paso, Arkansas, with delivery required by September 1, 2026. While the contract does not include detailed pricing, CLINs, or cost breakdowns, it is structured as a sole-source transaction under $250,000, with a Limited Sources Documentation form affirming that the price will be deemed fair and reasonable. The vendor’s unique capability is supported by the absence of equivalent alternatives in the market, and the urgency of the timeline precludes competitive sourcing. All potential offerors are invited to submit capability statements electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov by July 3, 2026, at 1:00 PM EST, though submissions will only be considered for the government’s determination on whether to proceed with non-competition; this notice is not a request for proposal. No formal evaluation factors, weights, or ratings apply due to the sole-source nature of the acquisition, and no competitive trade-off or LPTA analysis is conducted. The place of performance is El Paso, Arkansas, with inspection and acceptance to occur at the destination by the DEA, though no specific packaging, marking, preservation, or quality standards are mandated beyond the furniture’s custom design requirements. The Department of Justice’s agency code 1524 applies, but remittance details, accounting symbols, invoicing methods, and COR/COTR information are not provided. The contracting officer’s office is identified as FAIS, and while the contract includes unspecified optional line items, no security clearances, OCI protections, or socioeconomic set-asides are applicable. The NAICS code is 238390, and no FAR Part 52 clauses or MIL-STD references are incorporated into the contract terms.
