Laboratory Testing of Wastewater

The City of Missouri City, Texas is soliciting proposals for a multi-year contract to provide comprehensive laboratory testing services for wastewater and drinking water systems across multiple locations, including the Mustang Bayou and Steepbank Flatbank Wastewater Treatment Plants, as well as water distribution systems in the City South Service Area and other specified sites. The contract is structured for a five-year term with the possibility of annual renewals and requires proposers to submit detailed unit pricing for each test type, along with projected percentage increases for Years 2 through 5. All testing must adhere to stringent regulatory standards, including accreditation under the National Environmental Laboratory Accreditation Program (NELAP), compliance with Texas Commission on Environmental Quality (TCEQ) requirements, and adherence to specific discharge permits and drinking water lab approval forms. The proposer is responsible for providing all equipment, qualified personnel, insurance, materials, and reporting, and must maintain all necessary federal, state, and local licenses and certifications at their own expense. Proposals must be submitted as sealed hard copies and a complete digital package on a flash drive, including a single PDF document with an executive summary, experience documentation, and a separate Excel file containing unit prices. Responses must be delivered by 3:00 P.M. CDT on July 17, 2026, to the City Secretary’s Office, with strict formatting requirements including three-hole punching, single-sided 8.5" paper, and proper labeling. Evaluation will be based on company qualifications and experience (10% weight), responsiveness to requirements (unspecified weight), and cost (15% weight), with the award determined by best value rather than lowest price alone. The vendor must carry comprehensive general liability, commercial automobile, worker’s compensation, and employers liability insurance, indemnify the City against claims, maintain strict confidentiality of all information, and comply with all safety rules and ethical standards while operating on City property. Invoicing is required monthly via email to Accounts Payable, with payment terms net 30 days after acceptance, and failure to meet performance deadlines may result in immediate termination. Additional mandatory certifications include disclosures of interested parties under Texas Government Code Chapter 2252, debarment exclusion compliance, conflict of interest waivers, and local preference qualification for firms headquartered within Missouri City limits. All costs associated with proposal development are borne solely by the respondent, and the City reserves the right to reject any or all submissions, cancel the solicitation, or waive minor discrepancies at its discretion.
