The contract involves a sole source award for one month of laboratory services provided by Turner Laboratories, Inc., located in Tucson, AZ, from April 1 to April 30, 2010. The laboratory is responsible for furnishing all labor, materials, supplies, equipment, and personnel needed to analyze samples supplied by the government. These analyses must adhere to methods approved by the Arizona Department of Health Services under Arizona Administrative Code, meeting the Minimum Detection Level requirements set forth in the Arizona Pollutant Discharge Elimination System and Arizona Aquifer Protection Permit. The laboratory will also provide groundwater monitoring services for four well sites relevant to compliance standards. The government will handle sample collection and shipment, except for groundwater samples, and requires that the laboratory possesses a Laboratory Information Management System that allows remote access for the Nogales International Wastewater Treatment Plant to efficiently complete regulatory compliance reports. Awarded under FAR 6.302-1 due to the necessity of a sole responsible source that can meet specific technical and procedural standards, this short-term contract serves as an interim solution while a solicitation for a longer-term, small business set-aside contract is posted under RFP IBM10R0001. The contract supports regulatory compliance activities in Rio Rico, AZ, and the point of contact for this procurement is the Contract Specialist Ruben Pino. The contract ensures continued laboratory testing services critical for environmental monitoring and permit adherence during the transitional period before a competitive contract is awarded.
