Laguna County Sanitation District Solids Handling Phase 3 Project

The Laguna County Sanitation District is seeking to prequalify Design-Build Entities for the Solids Handling Phase 3 Project at its Wastewater Treatment Plant in Santa Maria, California. The project involves the design and construction of a new biosolids storage facility featuring a reinforced concrete pad, engineered pushwall structures, and a Valco Pruden pre-engineered metal building suitable for future solar installation. The scope includes all necessary civil, structural, mechanical, electrical, and site improvements, as well as the relocation of existing utility lines, to improve operational efficiency and reduce biosolids hauling and disposal costs. The estimated project construction cost, including coordination and structural design, is approximately 2,678,000 dollars. This is a two-step Best Value Selection process. In the first step, the District will evaluate candidates based on essential requirements, organizational history, experience with similar construction projects, and proposed key personnel. Only the four highest-ranked qualified entities will proceed to the Request for Proposals stage. Prequalification submissions are due by 2:00 p.m. PST on October 1, 2026, and must include specific documentation such as audited financial statements, surety bonding capacity, and OSHA safety logs. The anticipated Notice to Proceed is February 2027, with an expected construction duration of approximately five months.
