Full Description

Quagga and zebra mussels are invasive mussel species that, if introduced into a waterway, can devastate the natural environment, clog water and flood protection infrastructure, and cost millions of dollars in maintenance. These mussels are transported between waterways by watercraft, primarily recreational boats. The project would provide watercraft inspection services to prevent quagga and zebra mussel infestation into Lake Sonoma. The project would also provide inspection training to help develop year-round inspections.

Harpoons and Flying Gaffs for Recreational Tuna Fishery and Gear Marking in Commercial Harpoon Swordfish FisheryThe California Fish and Game Commission is exercising its rulemaking authority to amend Title 14 of the California Code of Regulations regarding recreational and commercial fishing for tuna, marlin, and swordfish. The primary objective is to permit recreational anglers to use harpoons and flying gaffs to land legally taken tuna, provided the gear is securely attached to the vessel and lacks buoys or floats. Additionally, the project implements nonsubstantive nomenclature updates, changing broadbill swordfish to swordfish and fin fish to finfish, while clarifying prohibitions on the use of spears and bow and arrow gear for taking marlin. For the commercial swordfish harpoon fishery, the amendments introduce specific gear marking requirements to distinguish such equipment from federally authorized deep-set buoy gear. These requirements mandate that terminal buoys be marked with the commercial fishing vessel ID and a yellow tag featuring the letters HAR in a contrasting color, with lettering at least 1.75 inches tall. Environmental reviews conducted under the California Environmental Quality Act concluded that these regulatory changes will not have a significant effect on the environment, resulting in the issuance of a Negative Declaration. The action was scheduled for consideration on October 14, 2026, with Melissa Miller-Henson serving as the primary point of contact.

F26AS00030 Cooperative Endangered Species Conservation Fund: Recovery Land Acquisition Grant Program
Solicitation # F26AS00030
The Cooperative Endangered Species Conservation Fund: Recovery Land Acquisition Grant Program, solicitation F26AS00030, is a federal funding opportunity administered by the U.S. Fish and Wildlife Service (FWS) within the Department of the Interior. The program provides competitive grants to State and Territorial agencies to acquire land or conservation easements to support FWS-approved recovery plans for species listed under the Endangered Species Act. With an estimated total program funding of 14,162,000 dollars, the initiative targets parcels where habitat loss is a known threat and habitat protection is a priority recovery action. Eligible applicants must commit to managing the acquired land in perpetuity and adhere to a maximum three-year period of performance, with no extensions or parcel amendments permitted. Applications must be submitted via GrantSolutions.gov by November 21, 2026, and require a non-federal cost share. The evaluation process involves a merit review by a National Merit Review panel, scoring applicants on the magnitude of species benefit, ecosystem functionality, project timeliness, and the level of non-federal cost sharing, alongside discretionary points from FWS Regional Directors. Required documentation includes SF-424, SF-LLL, a project abstract summary, a detailed budget narrative, and maps to evaluate habitat connectivity. Additional consideration is given to applicants who provide willing seller letters for all proposed properties. All applicants must be registered in SAM.gov to obtain a Unique Entity Identifier.
