Lake Sonoma Sewage Pumping Vault and Portable Restroom Rental Services

The U.S. Army Corps of Engineers, San Francisco District, is seeking commercial sewage pumping and portable restroom rental services at Warm Springs Dam on Lake Sonoma in Geyserville, California, under a combined synopsis/solicitation issued in accordance with FAR Part 12 for full and open competition. The contract requires the contractor to provide all personnel, equipment, supplies, and non-personal services necessary to operate, service, pump, clean, and maintain both standard and ADA-compliant portable restrooms, as well as to dispose of sewage at state or county-approved facilities in full compliance with local, state, and federal sanitation regulations. Services must be performed on a weekly basis year-round, with an increase to twice weekly during peak season (May through October), and emergency responses must be delivered within six hours while non-emergency requests require a 24-hour response time. The contract includes one base year running from September 21, 2026, to September 20, 2027, with four optional one-year extensions through September 20, 2031, and pricing is structured with unit rates for each service type, including standard and ADA units, trailer-mounted units, and gallon volumes for vault pumping, with corresponding option line items for future years. All offers must be submitted by the deadline of July 7, 2026 at 7:00 PM PDT, and must include active SAM registration with a valid UEI and CAGE Code, a capability statement addressing the Performance Work Statement, responses to all applicable provisions and certifications, and a clear statement of agreement with all solicitation terms. The contractor must maintain a Quality Control Program and comply with strict safety, security, and environmental standards, including OSHA and DOD ESOH requirements, prohibition of handheld phone use while driving, mandatory seatbelt use, and adherence to local facility access protocols and Force Protection Conditions. Subcontracting is permitted under FAR 52.244-6 with a deviation, and all workforce members must pass identity verification requirements.
