Land Surveying Services

Northbridge Housing Solutions is soliciting qualifications for as-needed professional land surveying services in North Little Rock and Pulaski County, Arkansas, under RFQ No. 26-014-Q. The scope of work includes ALTA/NSPS, boundary, improvement, topographic, and flood elevation surveys. This procurement utilizes a qualifications-based selection process where firms are ranked based on professional qualifications, technical competence, capacity, past performance, local knowledge, and socioeconomic participation. Price is not a factor in the initial ranking; any submission containing fee or rate information will be returned. The resulting contract will be a firm fixed-price per survey with a maximum ceiling of 50,000 dollars over a term not to exceed three years. Eligible firms must employ an Arkansas-licensed professional surveyor and demonstrate at least three years of continuous practice in Pulaski County or a comparable market, including the completion of three ALTA/NSPS Land Title Surveys within the last 36 months. Required insurance includes professional liability and commercial general liability of at least 1,000,000 dollars per claim or occurrence, and automobile liability of 500,000 dollars. Submissions must be received by December 14, 2026, at 2:00 p.m. Central Time, and must include a Statement of Qualifications, required HUD and Section 3 certifications, and evidence of licensure and insurance. Compliance with federal non-discrimination laws and Section 3 labor requirements is mandatory.
