The U.S. Army Corps of Engineers is seeking ready-mix concrete deliveries for the L&D No. 15 Boat Ramp on the Rock Island Arsenal under a Total Small Business Set-Aside, with the requirement limited to small business contractors as defined under FAR 19.5. The contract calls for up to 375 cubic yards of concrete with a minimum compressive strength of 4,500 PSI, air entrainment between 5 to 8 percent, a maximum aggregate size of 1.5 inches, and a pozzolan content not exceeding 35 percent. The temperature of the concrete at placement must not exceed 90 degrees Fahrenheit, and the slump will be determined on-site at the time of each scheduled delivery. In addition to concrete supply, the contractor must provide a pump truck or belt truck with an operator capable of placing concrete up to 120 feet away, with three such placement services anticipated. The period of performance extends through September 30, 2026, with delivery coordination required to begin within seven days of award. Award will follow a Lowest Price Technically Acceptable (LPTA) methodology, prioritizing existing Blanket Purchase Agreement holders unless a quote from a non-BPA holder is lower than the lowest BPA offer. Contractors are required to comply with numerous FAR clauses including 52.212-5 (commercial terms with Deviation 2023-00008), 52.203-13 (code of business ethics), 52.222-54 (employment eligibility), 52.222-55 (minimum wages under EO 14026), 52.222-62 (paid sick leave), 52.232-40 (accelerated payments to small business subcontractors), and 52.247-64 (preference for U.S.-flag vessels).
