The Riverside County Department of Waste Resource is seeking qualified vendors to supply tarps used as an alternative daily cover (ADC) at the landfill, in compliance with California regulations. These tarps must be large enough to cover the active waste face and durable enough to withstand tension, friction, and rough environmental conditions, with specifications detailed in the Landfill Tarp Manufacturing Specifications. Due to frequent use, the tarps require regular replacement, making this a recurring procurement. The RFQ process involves submitting detailed quotations through PublicPurchase.com, with questions due by August 6, 2025, and quotations due by August 13, 2025. The contract is anticipated to be awarded within 5 to 90 days, contingent on meeting all bid requirements, with a contract value estimated between $500,000 and $2,000,000. Bidders must provide proof of insurance, legal registration, current business license, and adhere to strict submission guidelines, including acknowledgment of all addenda and timely submission, as late or incomplete proposals will be rejected. The procurement emphasizes compliance with specified standards and aims to select the lowest responsible bidder capable of fulfilling the contract requirements.

Full Description

Riverside County Department of Waste Resource employees deploy tarps over the active landfill working face at the end of each working day as a form of alternate daily cover (ADC). Use of tarps as ADC is required to meet the requirements in the California Code of Regulations Title 27 section 20690 to help control odors, blowing of litter and to keep out wildlife. Therefore, the design of the tarps must be large enough to cover the active working face and strong enough to resist tension from constant pulling and friction from deployment over municipal solid waste. Specifications that meet these requirements are contained below in the Landfill Tarp Manufacturing Specifications.
