Landfill Monitoring Well Replacement Project

The City of El Paso de Robles is soliciting bids for the Landfill Monitoring Well Replacement Project, identified as UD26-01, to abandon one existing groundwater monitoring well (MW-8) and install two new monitoring wells (MW-4 and MW-8R) at the active Paso Robles Landfill. The contractor is responsible for all aspects of the work, including mobilization, sonic drilling to specified depths, installation of stainless steel casing and wire wrap screens, well development through surge and bail and pump methods, containment and onsite disposal of drill cuttings and development water contingent on analytical approval, grouting and sealing of abandoned well MW-8, construction of a well pad, installation of monument casing and bollards, access road improvements for MW-4, and full site restoration to pre-construction conditions. All work must comply with California Water Well Standards, including Bulletin No. 74-81 and 74-90, as well as Regional Water Quality Control Board requirements and applicable local codes. The contractor must secure all required permits, including well drilling and destruction permits, and adhere to strict environmental protocols, notably prohibiting discharge of drilling fluids into surface waters. Work is restricted to weekdays from 7:00 a.m. to 3:45 p.m., with mandatory fire suppression water supply provided through a City-approved hydrant and adherence to the Immigration Reform and Control Act for employment verification. The project must be completed within 90 working days following the Notice to Proceed. The contract is awarded on a Lowest-Priced, Technically Acceptable basis, requiring bidders to submit sealed physical proposals by August 20, 2026, at 2:00 p.m. to the City’s designated address—no electronic submissions are permitted. Pricing is provided on official City Bid Forms with line items for mobilization, drilling, installation, abandonment, containment, and other tasks, though no estimated contract value is disclosed as pricing fields remain unfilled prior to bid submission. The contractor must comply with specific technical specifications detailed in Attachments E, F, and G for each well, and documentation requirements include submission of a California Department of Water Resources Well Completion Report. Inspection and acceptance occur at the project site by the City’s Engineer, who retains the authority to verify compliance without relieving the contractor of responsibility.
