Landscape Maintenance Services For Parks, Facilities, And The Civic Center

The City of Newport Beach is soliciting proposals for a seven-year contract to provide comprehensive landscape maintenance services for approximately 100 city parks and facilities, including the Civic Center. The scope of work covers roughly 300 acres of athletic fields, passive turf grass, ornamental planters, natural areas, and hardscapes. Key responsibilities include plant and turf care, weeding, fertilization, pruning, and irrigation system monitoring and repair. The selected contractor must maintain an office within a 30-minute response time of the city and provide all necessary labor, equipment, and supervision. Qualified proposers must possess a California Contractor's License C-27, at least five years of experience delivering landscape services for local governments, and personnel with a Qualified Applicators License. The selection process follows a two-step evaluation: a technical review based on firm qualifications (30%), key personnel (20%), project approach (20%), and costs (30%), followed by a cost analysis for those scoring at least 70% in the first step. Mandatory submittals via the PlanetBids portal include a separate Cost File, a comprehensive Response File, and various certifications regarding non-collusion, conflict of interest, and debarment. The contract requires the contractor to maintain Labor and Materials Payment and Faithful Performance bonds, each at 100% of the total annual amount. All work is subject to the approval of the Project Manager and must adhere to California prevailing wage standards. Additionally, contractors must use city-approved vehicle placards and follow strict reporting and scheduling protocols, including daily email updates to the Project Manager.
