In general, the Scope of Work includes the provision of recycling and waste prevention services, with an emphasis on organics and construction and demolition (C&D) debris, to reclaim valuable materials from the waste stream and promote long-term behavior change within the commercial sector. Services shall be delivered in a manner consistent with applicable Opportunity to Recycle (OTR) requirements and aligned with Lane County’s Solid Waste Management Plan (SWMP) policies and implementation strategies.
The education and outreach program will pursue three primary objectives: 1. Reduce the disposal of recoverable materials, particularly organics and C&D debris; 2. Increase compliance with Opportunity to Recycle requirements, including contamination reduction strategies; expand participation in business recycling and waste prevention activities; and 3. Foster a supportive market environment for commercial material recovery by recognizing and highlighting businesses that demonstrate measurable improvements in recycling and waste reduction performance
