Laneway Inventory Study - Phase 1

The Town of Saugeen Shores is soliciting proposals for the Laneway Inventory Study - Phase 1, a fixed-price contract to conduct a detailed inventory and ownership review of all existing laneways within the municipality. The successful consultant will be responsible for developing a comprehensive database and spatial data for municipal planning in accordance with Ontario municipal law, specifically addressing road allowances, surplus lands, and encroachment projects. Key deliverables include a final report in PDF format, GIS layers, an inventory database in Excel and GIS-compatible formats, an ownership and title review summary, and a digital mapping package. A second phase for the development of a Town-owned Laneway Policy is anticipated in 2027. Proposals must be submitted electronically via the Town's bidding portal by September 30, 2026, at 2:00 p.m. local time. The evaluation process is based on the most advantageous proposal, weighted by quality and completeness (35%), experience, reputation, and resources (30%), work plan and timelines (20%), and financial considerations (15%). Awarded proponents must provide proof of Commercial General Liability and Professional Liability insurance of at least 5 million dollars each, as well as a WSIB Clearance Certificate. Payments will be processed via Electronic Transfer within 30 days of receiving an approved invoice. All data produced during the engagement will become the property of the Town of Saugeen Shores.
