Language Training Services

The U.S. Embassy Beirut seeks a contractor to deliver comprehensive language instruction in French, Modern Standard Arabic, and Lebanese Arabic to adult American students, tailored to individual proficiency levels and mission-specific objectives. Instruction must be delivered in group settings, covering beginner to advanced listening, speaking, and reading skills, with emphasis on job-relevant terminology related to political, economic, consular, management, and public diplomacy functions. Classes will occur Monday through Friday between 8:00 a.m. and 6:00 p.m., excluding official U.S. Embassy holidays, with an estimated annual volume of 1,000 hours and historical student enrollment of 30 to 40 per semester. Instructors are required to monitor progress via quizzes and prepare students for standardized exams administered by the National Foreign Affairs Training Center or the Department of Defense Language Institute, and must also design and recommend extracurricular activities and field trips outside the embassy compound. All instruction must take place on embassy premises in Beirut, where the Government will provide two classrooms equipped with furniture, whiteboards, two computers with internet access, a printer/copier, consumable supplies, up to four local newspaper subscriptions, and a loan library of language reference materials. The contract is structured as a firm-fixed-price, indefinite-delivery type with one base year and four option years, for a maximum total duration of five years. The Government may award either a single contract covering both Arabic and French instruction or two separate awards—an approach determined by best value. Offers must reflect a firm fixed-price per hour of instruction, with Value Added Tax (VAT) listed as a separate line item and not included in the base rate. Contractors must provide DBA insurance coverage for personnel, comply with all applicable labor standards under the Service Contract Act, and demonstrate compliance with Equal Opportunity, Non-Discrimination, Privacy, and Anti-Trafficking regulations. Each offeror must submit a complete SAM.gov registration with current representations and certifications, provide recent customer recommendation letters, detail past performance over the last five years, and include DBA insurance premium costs. Awards will be made to the lowest priced technically acceptable and responsible offeror, evaluated on compliance with mandatory eligibility criteria including financial capacity, ethical conduct, organizational capability, and ability to meet the performance schedule. Invoices must be submitted in USD to BeirutFMOVouchers@state.gov after completion of all work and must adhere to FAR 32.905(e) requirements, with VAT clearly itemized. Performance is monitored through monthly customer complaint thresholds—one
