Technical compliance includes adhering to FIPS 140 standards with AES 256-bit encryption and following Adobe's Trust and Compliance documentation along with state and federal cybersecurity frameworks. The state will conduct a 45-day inspection and testing period upon receipt of deliverables before issuing a written acceptance notice. Invoicing must be handled separately for each order, with a deadline of July 31 for expenses incurred through June 30. Key administrative requirements include maintaining general commercial liability insurance of 1 million dollars per occurrence and auto liability of 1 million dollars. Vendors must comply with the Illinois Prevailing Wage Act and the Illinois Department of Human Rights Act.
