COMBINED SYNOPSIS/SOLICITATION #: N0017824Q1805 Submitted by: Crystal Rose NAICS Code: 541519 FSC/PSC Code: 3611 Anticipated Date to be published in SAM.gov: 5.30.2024 Anticipated Closing Date: 6.5.2024 Contracts POC Name: Crystal Rose Telephone#: (540) 742-8143 Email Address: crystal.n.rose2.civ@us.navy.mil Code and Description: 0418-05-Laser Marker This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N0017824Q1805 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449. The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. This requirement is not eligible for small business set-aside. Material must be TAA compliant. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis for the following products and services manufactured and provided by Spectrum Technologies: Qty 1 UV Laser Wire Mark, measure and cut system; Qty 24 Drive Tyre, Qty 1 Powered Coil Pan; Qty 30 Replacement Filter; Qty 1 Extended 24-month Warranty; Qty 1 Bronzei Service Contract. Spectrum Technologies, is located in Bridgend, UK. The Offeror shall ensure they can provide the requirements listed in the attached Requirements List. The required purchase of Nova 50-101i UV Laser Wire Marker will allow the Battle Management Systems Program (BMS) the ability to accurately measure, cut, and mark wire in compliance with SAE AS50881 (ability to mark every three (3) inches). The Nova-50-101i UV Laser Wire Marker will allow BMS the ability to mark, cut and measure wire ranging from 26 gauge to 6 gauge with a minimum length of 6 inches of wire required. The Nova 50-101i operates at 120/220 Volts, 60 Hertz single phase with a maximum marking speed of 40 feet per minute. Other similar equipment on the market has been evaluated and will not meet the minimum requirement of the government. The Nova 50-101i has an integrated computing system and does not require the use of a stand-alone computer as is required by alternative items. The advantage to this simplified system is reduced power requirements to operate as well as fewer potential failure points. An additional benefit of having an integrated computer system is the reduced operating requirements. The on-board computer has the sole function of operating the UV Wire marking machine and does not require Operating Systems maintenance or additional software to function. The Nova 50-101i will also provide BMS the ability to maintain commonality between existing equipment due to use of same original equipment manufacturer. This commonality will allow for a minimal learning curve, quicker acclimation, and greater ease of understanding during required training to become proficient with the new equipment. The manufacturer has also confirmed that current working files will transfer to new equipment. This will save cost to the government by reducing efforts to replicate existing working files in a new software environment. Alternative comparable items evaluated during market research were also found to be available at greater cost without providing any required additional functionality. This requirement is exclusive to Spectrum Technologies. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency. The completion and submission to the Government of an offer shall indicate the Offeror's unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken. At time of proposal submission please submit any historical data and published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 5 June 2024, no later than 12:00 p.m. EST with an anticipated award date by 18 June 2024. Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to crystal.n.rose2.civ@us.navy.mil to the RFQ closing.
