Amendment 02


1. This amendment is being issued to make changes to the Statement of Work (SOW), Floor Plan and extend the submission deadline.
2. The SOW has been updated to completely remove Room 200 and revise the transition strip requirements. Specifically, the removal of Room 200's square footage from Section 3.2 reduces the total volume of anti-static carpet required. Additionally, the specific transition strip types have been integrated into Section 3.4 and Section 5.8. (Attachment 1, Amendment 2)
3.The Floor plan for B308, room 200 has been removed and the square footage for phase 4 has been updated. (Attachment A, Amendment 2)
4. Due to the changes within the Statement of Work an extension to receive quotes has been added due to the changes within the SOW, quotes are due on 29 July 2026 by 2PM CST.
5.All other items remain the same.

This is a solicitation for commercial products or commercial services prepared in accordance with RFO part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.


Solicitation number FA3099-26-Q-0016 is issued as a Request for Quote (RFQ).


This acquisition is set-aside for small business concerns under the North American Industry Classification System code 238330 with a small business size standard of $19,000,000.00. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered per the Statement of Work (SOW). All quotes must be in accordance with the statement of work, and the award will be based on Lowest Price, Technically Acceptable.



Ensure all of the following items are addressed in your quotation:
1) Carpet Company you will be going with, style, and price of carpet, adhesive material and labor.
2) Description of CLIN and Price per Attachment 3; ensure attached pricing sheet is filled out completely.
3) Any applicable prompt payment discounts terms
4) Length of time quote is valid (Quote shall be valid until 30 Sept 26)
5) Contact information for individual authorized to provide pricing information
6) Commercial and Government Entity (CAGE) code for System for Award Management (SAM).


Although this RFQ package contains all items necessary so that Quotes can be submitted, an optional site visit will be made available if requested on July 17, 2026 at 11:00AM (CDT).


Any offeror that is interested in attending the optional site visit must submit notice of intent and all required information (EAL) for the site visit by 10:00AM (CDT) on July 13, 2026.


An email will be sent with the official date of the site visit, if and only, we received above information. If a site visit is held, all questions must be submitted two days after the site visit. If there is no site visit, all questions relating to the solicitation are due by 10:00AM (CDT) July 15, 2026.
