NASA Langley Research Center intends to procure a Time-resolved Particle Image Velocimetry System from LaVision under FAR Part 12 for commercial items. The agency has identified LaVision as the sole source due to the critical need for compatibility with existing LaVision software and hardware, as well as an established blanket purchase agreement. Utilizing another vendor would result in a substantial duplication of resources and time without expected cost recovery through competition. Interested organizations were invited to submit capabilities and qualifications by August 14, 2017, to determine if the procurement would be conducted on a competitive basis. The contract, identified by solicitation number NNL17635124Q and NAICS code 333314, is to be performed in Hampton, Virginia. Modification 1 was issued specifically to update the classification code to 58.

Full Description

NASA/LARC has a requirement for a Time-resolved Particle Image Velocimetry System. NASA/LARC intends to purchase the items from LaVision. LaVision is the original manufacturer of our existing TR-PIV software and hardware, and compatibility with other LaVision hardware is critical. Additionally, a blanket purchase agreement has been established with LaVision for the purchase of LaVision systems. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/14/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The purpose of modification 1 is to revise the classification code to 58.
