Law Enforcement Accreditation Program Assessors RFA

The New York State Division of Criminal Justice Services is conducting a continuous procurement solicitation to identify qualified individuals to serve as assessors for the New York State Law Enforcement Accreditation Program. These assessors are responsible for conducting objective, non-adversarial evaluations of law enforcement agencies to ensure their administration, training, and operations meet established program standards. Qualified candidates are placed on an active assessor list based on a pass/fail evaluation of their application, resume, and, for certain roles, a writing sample. Final selection requires approval by the Accreditation Council and, for currently employed applicants, sign-off from their agency's chief law enforcement officer. Eligible applicants must meet specific experience requirements, such as three years as a sworn officer or five years as a civilian with two years of program experience, or one year as a program manager or chief law enforcement officer. All selected assessors must complete DCJS training and recertify every five years. Compensation is set at a daily rate not to exceed 400 dollars for assessors and 525 dollars for team leaders or compliance auditors, with typical assignments lasting three to four days. Additional reimbursable expenses for hotels, meals, and mileage are provided in accordance with New York State Office of the State Comptroller rates. Sub-contracting is prohibited, and the program maintains strict conflict-of-interest guidelines to ensure assessors have no prior affiliation with the agencies they evaluate.
